Government on Monday introduced 'Health Security se National Security Cess Bill', proposing a new tax regime on sin goods manufacturers. It proposes to introduce 'machine-based' levy, shifting the tax liability to the production stage rather than sales volume. The cess will apply to any entity that owns, operates or controls machinery used to manufacture specified tobacco and pan masala products.
