NHAI moves SC to clarify stray animal liability on highways

NHAI has approached the Supreme Court seeking clarification on its May 19 judgment, arguing that primary responsibility for removing and sheltering stray animals on national highways lies with state authorities, local bodies, and Highway Administrations — not NHAI. The authority says building shelters across 1.46 lakh km of highways falls outside its statutory mandate and budget.
