Senior Odisha officials from the Odisha Administrative Service (OAS) and Odisha Revenue Service (ORS) went on ‘mass leave’ across several districts this week after BMC Additional Commissioner Ratnakar Sahoo was assaulted in Bhubaneswar. An officer said the absence of so many field-level and district officers has nearly paralysed government functioning and public service delivery across the state.
