Under MCAD (Modernisation of Command Area Development and Water Management Programme), UP will adopt a “One Cluster, One Crop” strategy to enhance crop value and market linkages. Farms will be grouped into clusters of 50–5,000 hectares with common crops. Water User Societies (WUS) will manage irrigation locally, empowering farmers and improving community-level decision-making.
