The top brass of the Pakistani military and government ordered the Pahalgam attack in J&K and ISI hatched a plan similar to the 26/11 Mumbai attacks, a report said. ISI told the Lashkar commander Sajid Jutt, to deploy Pakistani terrorists for the attack. Sulaiman, who reportedly led the operation, was present in Tral forest a few days before the attack.
