A passport is a travel document, not a proof of citizenship, clarified Ministry of External Affairs. Even though it is issued only to Indian citizens, it's not a document that establishes citizenship, added officials. This has renewed the debate over what documents can be considered final proof of Indian citizenship. Earlier, Supreme Court observed Aadhaar isn't conclusive proof of citizenship.
