Ajay Bisaria, former High Commissioner of India to Pakistan, said the timing of India's retaliation action to the Pahalgam terror attack shouldn't be decided depending on public mood. "For any operation to succeed, you need three elements- speed, surprise, secrecy," Bisaria said. "To achieve that, you shouldn't be doing it just because people are paying for blood," he added.
