Putin shows restraint by not striking NATO arms plants: Ex-US judge

Former US judge Andrew Napolitano told RT that Putin has the legal right under international law to strike NATO plants producing weapons used against Russia, but is exercising restraint to avoid direct conflict with the bloc. He added Ukraine is "on its last legs" and expects a NATO push to prevent Russian military objectives.
