Congress leader Rahul Gandhi has released a 'white paper' on the Centre's COVID-19 management that listed four pillars to fight COVID-19. He said first pillar is to understand what went wrong in first and second COVID-19 waves and second pillar is preparation for the third wave. Third pillar is an economic persistence package and fourth pillar is a compensation fund.
