The Indian Railways had decided to enforce an over 30-year-old rule to charge passengers for carrying excess baggage in trains. Passengers travelling in sleeper class can carry 40 kg and are charged ₹109 for carrying another 40 kg in the luggage van for 500 km. Those violating the rule will face a penalty six times the excess baggage charge.
