Delhi Hotel and Restaurant Owners' Association Vice-President Balan Mani said all norms were followed while issuing a license to Karol Bagh's Hotel Arpit Palace, where 17 people died in a fire. He added, "Mishaps can occur in a house as well." However, Delhi minister Satyendar Jain said the hotel violated building bye-laws and had more than the permissible four floors.
