Russian lawmakers are mulling restoring the death penalty after over 130 people were killed in the Moscow concert hall attack. Ex-Russian President Dmitry Medvedev said that the suspects of the attack "will be" killed. While capital punishment is legal in Russia, it isn't used due to a moratorium and no death sentences or executions have been carried out since 1996.
