The UK Defence Ministry said that Russia is struggling to provide basic public services to the population in Russian-occupied territories in Ukraine. There is likely a critical shortage of medicines in Kherson, while Mariupol is at risk of a major cholera outbreak, the ministry added. Isolated cases of cholera have been reported in Mariupol since May, it further said.
