The Supreme Court has summed up principles emanating from the precedents on Section 100(5) of the Civil Procedure Code, 1908 (CPC). The Court observed that the jurisdiction to frame a new question of law is exceptional and should not be exercised routinely unless there is a strong and convincing reason to do so.
