Former Indian Prime Minister Lal Bahadur Shastri was the first person to order the use of water jets to disperse crowds instead of using lathi charge and firing. Shastri, who gave the slogan "Jai Jawan Jai Kisan", gave this order while he was Minister of Police in Uttar Pradesh. Notably, October 2 this year marks Shastri's 112th birth anniversary.
