Delhi Police, in its chargesheet filed against Tablighi Jamaat gathering at Nizamuddin Markaz, says participants arrived from Indonesia and Malaysia, which had reported COVID-19 cases before the outbreak in Delhi. "Some of these foreigners have acted as carriers of the highly infectious coronavirus and thus brought over the infection from their respective countries to India", says the chargesheet.
