The Department of Telecommunications has not received any "concrete proposal" or "communication" from SpaceX, Amazon, and Bharti Global backed-OneWeb on starting a satellite internet service in India. The DoT's statements come in response to an RTI query seeking to know whether it had received any communication from the companies. As per SpaceX's website, it's targeting India coverage in 2022.
