The Supreme Court has observed that the State must abandon the colonial conception of itself as a sovereign authority dispensing benefits at its absolute discretion. It said that any curtailment or deprivation of entitlements of private citizens or private businesses must be proportionate to a legitimate requirement grounded in public interest.
