Finance Minister Nirmala Sitharaman, while addressing the HT Leadership Summit, said that some states offer freebies even when their budgets cannot afford it. "Some of them borrow to fund such promises, or find it difficult to service other high-cost loans taken earlier because this baggage pulls them down," she said. Some states need to restructure their debt, Sitharaman added.
