Switzerland's Geneva city has relaxed a 1929 ordinance, allowing women to swim topless in lakes and rivers. The ordinance banned people from swimming without wearing bathing suits "suitable for each sex." State Council President Francois Longchamp said, "We are lowering our moral principles concerning the upper body," while an official added, "We remove the top but not the bottom."
