Congress' marches over fuel cess against the Kerala government's Budget proposal to impose fuel cess turned violent and the police used water cannons and teargas shells to disperse them. Agitators also allegedly pelted stones and plastic water bottles at the police. In the Budget proposal, a Social Security Cess of petrol and diesel at ₹2 per litre was recommended.
