The Cuban government said that the 10 individuals, 4 killed and 6 injured, aboard the US-registered speedboat were armed Cubans living in the US who were trying to infiltrate the island and unleash terrorism. Cuban authorities alleged that the boat opened fire on the coast guard, injuring the vessel's commander. US authorities urged an "immediate investigation into this massacre".
