The Telecom Regulatory Authority of India on Friday initiated a regulatory framework for Internet-based applications like Whatsapp, Skype, Viber and Google talk. TRAI released a consultation paper on the framework and sought views on the matter by April 24. Chairman Rajiv Khullar had earlier indicated introducing regulation after Airtel's plan to charge separately for VoIP calls earned criticism.
