Ukrainian President Volodymyr Zelenskiy signed a decree on Tuesday offering citizenship to Russians suffering political persecution. The Russian citizens will have to obtain a certificate from Ukraine's Foreign Ministry, stating that they were being persecuted for their political beliefs in their native country. The government and parliament will have to approve the proposal for it to take effect.
