Haryana’s senior IAS officer Pradeep Kasni, who refused the Hooda government to issue appointment letters to five commissioners of two state commissions recently, has faced about 45 transfers in his career of 30 years in the state. Kasni was kept without posting for almost eight months on different occasions by the government. Also, the government gave him low-profile assignments.
