US renewed its offer of $100 million in aid to Cuba on Wednesday after State Secretary Marco Rubio said Cuba rejected it last week. Cuba's Foreign Minister called the offer a lie, adding that it could be a "scam to curtail our independence". Cuba has been facing a fuel crisis since January after US halted its oil imports from Venezuela.
