When light passes through any substance, the photons' energy, if in the right amount, helps electrons jump from their initial state to excited state. In glass, electron rows are so far apart that photons do not provide sufficient energy for the electron to jump to the next row. Photons pass through glass unabsorbed, making glass transparent, according to the video.
