Senior Congress leader Kapil Sibal on Friday said that conducting surgical strikes is not enough to combat terrorism and one needs to do a "surgery". He added that terror will continue even after Jaish-e-Mohammed chief Masood Azhar was listed as a global terrorist. United Nations on Wednesday designated Azhar as a global terrorist after China joined efforts to blacklist him.
