While citizens have right to peacefully protest under Article 19(1)(a) and Article 19(1)(b) (right to assemble peacefully), government also has constitutional obligations under Article 21, which protects the right to life. If doctors find that a fasting protester faces a health risk, authorities can transfer them to a hospital. Delhi Police said they moved Wangchuk as per Delhi HC order.
