Union Health Ministry Joint Secretary Lav Agarwal while reacting to the SBI research report stating that India may witness COVID-19's third wave from August that would reach its peak in September, said that waves are not the challenge. "The first challenge is that we have not yet closed the second wave. And the next challenge is human behaviour," he added.
