In IPL 2023, franchises will be allowed to pick their best XIs after the toss based on whether they end up batting or bowling. Unfair movement of wicketkeepers and fielders will result in dead ball and five penalty runs. There will also be over-rate penalty of only four fielders outside 30-yard circle for every over not completed in allocated time.
