The J&K Police has refused to drop the case against Major Nitin Leetul Gogoi, who had used a Kashmiri man as a human shield. Police can now carry on the investigation, and question him in the army cantonment, under army officers' supervision. However, after the chargesheet is filed, the army can offer to court martial, instead of normal criminal proceedings.
