What causes the nose to run while crying?

The nose begins to run when a person is crying because the tears from the tear glands, in addition to draining out on the face, also go through a passage in the inner corner of the eye. This passage leads into the nose, where the tears mix with the mucus to form 'watery snot', thus, causing a running nose.
