What do Parliamentary rules say about quoting unpublished books?

Congress leader Rahul Gandhi quoting from an unpublished memoir of an ex-Army chief triggered an uproar in Lok Sabha. Under Parliamentary Rule 349, if an MP quotes any document, the Speaker can ask for it be laid on Table of the House. Unpublished documents cannot be examined by the House and are not treated as acceptable sources under House rules.
