If a Booth Level Officer (BLO) finds a house locked during the Election Commission's Special Intensive Revision (SIR), the voter's name is not removed automatically. Under the guidelines, the BLO must make at least three visits before marking verification as incomplete. The officer may also leave the enumeration form at the residence and then follow-up visits will also be made.
