India's Income Tax Department has clarified that an individual with an "inoperative" PAN card can file her/his Income Tax Return (ITR). It said the consequences of inoperative PANs include higher rates of TDS and TCS, as per sections 206AA and 206CC, respectively, of the Income Tax Act. Pending refunds and interest on refunds also cannot be issued for inoperative PANs.
