What is & isn't allowed during blackouts?

During blackouts, which are imposed at the time of air raids, lights shouldn't be used on any building unless it is screened by an opaque material. No light for decoration or advertisement shall be allowed, NDTV reported. A street lamp shall only emit light at a downward slope, and lights on cars and other vehicles must also be covered.
