What is a cess and how is it different from a tax?

A cess is imposed as an additional tax besides the existing tax. A cess is imposed when the government wants to raise funds for any specific purposes, like education. Unlike regular taxes, cess collections can't be used for general expenses. The proceeds of a cess may/may not be shared with state governments, while those of taxes have to be shared.
