What is a leap second and why is it being scrapped?

A leap second is a one-second adjustment occasionally applied to Coordinated Universal Time (UTC) either on June 30 or on December 31 to adjust the difference between exact atomic time and Earth's slower rotation. Technology companies, which have to synchronise their systems worldwide to add leap second, protest the practice. Now, governments have decided to scrap leap seconds by 2035.
