What is a service charge levied by restaurants?

Hotels and restaurants levy a service charge in the range of 5-20%, in lieu of tips, which a consumer was forced to pay till now. It was charged irrespective of the kind of service provided. The eateries have now been asked to display information that service charges are voluntary and a dissatisfied consumer can choose not to pay it.
