CJP's exam reform charter proposed replacing existing law with new Public Examinations Act, mandating parliamentary accountability for every paper leak. It called for dissolution of NTA and creation of a statutory National Testing Commission. It also proposed a legally enforceable Students' Rights Charter, a National Aspirant Welfare Fund and a White Paper on twelve years of examination failures.
