What is Lunar standstill that occurs once in over 18 years?

A major lunar standstill occurs every 18.6 years due to a declination, or angle, between the Moon and the celestial equator. This causes the moon to rise and set at extreme northern and southern points on the horizon. The next standstill will be most noticeable from late 2024 to early 2025, especially during full moons.
