What makes Cyclone Asna, that's causing heavy rainfall in Gujarat, rare?

Cyclone Asna, which IMD said is causing heavy rainfall in Gujarat, was formed over land, moved from Kachchh and then intensified as it reached the Arabian Sea. IMD scientist Ashok Kumar Das said the last time something similar happened was in 1976. Reportedly, cyclone formation between July and September is unlikely due to cooler temperatures in monsoon.
