When does the ball become dead in cricket?

In cricket, ball becomes dead when the fielding side and batters stop considering it in play. The bowler's end umpire decides if it's finally settled. The umpire can call "over" or "time" only when the ball's dead. Controversy arose when umpires declared a dead ball after India’s Harmanpreet Kaur ran New Zealand’s Amelia Kerr out in Women's T20 World Cup.
