This is because the structure which looks like a railing is in fact a strong truss. Trusses can carry a huge amount of weight. The weight initially is borne by the road deck and finally by the truss. Each bridge element can be assembled by 5-6 people. Remember how useful Bailey bridge was in the recent Kerala landslide tragedy.
