Why are UPI AutoPay payments excluded from MDR charges?

UPI AutoPay uses a standing authorisation, allowing payments to be collected automatically on a scheduled date, unlike one-time UPI payments initiated separately. The difference is based on how the payments work, with recurring mandates used for SIPs, insurance premiums and utility bills. Keeping them outside MDR ensures existing payment arrangements are not affected by changes to UPI rules.
