Why are women being given free shorts to wear on a popular ride at German beer festival?

Women riding on Devil's Wheel at a beer festival in Germany have been provided with free cycling shorts to prevent them from being upskirted after over 32,000 voyeuristic videos emerged online. The circular platform rotates faster and faster until its riders fall off, and motion/speed often makes skirts fly up. The videos in circulation have been viewed millions of times.
