Why can AI simulate but never instantiate consciousness?

A Google DeepMind study describes concerns about AI becoming sentient as an "abstraction fallacy", arguing that AI is structurally incapable of instantiating subjective experience. While AI can simulate consciousness by manipulating symbols to mimic human behaviour, it cannot truly possess it, as consciousness requires intrinsic physical or biological properties rather than algorithmic processing.
