Touching someone can sometimes cause a shock due to static electricity. When the body builds up excess electrons, often from friction like walking on a carpet, they stay until released. Touching another person or an object allows the charge to discharge suddenly, creating a small electric jolt. Dry air and synthetic clothing increase the buildup of electric charge.
