Why is Asim Munir trying to split 4 Pakistani provinces?

Pakistan's army chief Asim Munir is reportedly trying to split four Pakistani provinces, as he claims that the provinces are too large to govern and are pushing Pakistan down. Munir hopes that splitting these provinces into smaller regions will reduce the power a few parties hold over the public in these regions. Provinces are Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan.
